@asilv6 here is the information you need - see link. In summary, if you move to MN in order to attend a post-secondary institution (ie UMN or another state college) you will be charged OOS tuition for the entire 4 years.

Regarding College of Design, your ACT seems fine. Is the GPA weighted or unweighted? For architecture, you enter as a pre-major and apply to architecture for sophomore year. A couple of different degree options:

Bachelor of Science http://arch.design.umn.edu/programs/bs/admissions.html

Bachelor of Design-Arch http://arch.design.umn.edu/programs/bda/admissions.html

Assuming your goal is the M.Arch and professional practice, each degree option above will help you achieve that. Read the descriptions carefully because, depending on which one you choose and how you do, you would be eligible to accelerate your Master’s training.
