Rochester is a tremendous school on a beautiful (if chilly) campus whose reputation suffers somewhat due to its name (confusion with a SUNY) and location. The most similar analogs in terms of size and academic approach are Emory, Chicago, Wash U, and Johns Hopkins, all of which have much stronger reputations. I believe there are a slightly higher-than-typical number of international students, for what that’s worth. It also has a huge endowment and the facilities reflect this. But I’m all about fit; you’d have a very different experience than at Penn State.
It’s also not what I’d call a “city” school; it is surrounded on three sides by a river and one by a cemetery. It’s in the suburbs.
I know less about Penn State. I think you have to be enthusiastic about going to a gigantic school on a gigantic campus with a gigantic student body to be happy there.
