USC may be the safer choice based on your lack of familiarity with gray, drab, rainy days which can trigger SAD (seasonal affective disorder).
Travel to & from Cornell from Texas will be a chore–as you noted.
Guaranteed housing at USC in a preferred dorm should help ease your transition to college.
