This is relevant to “resources per student”, correct?

Not correct. “Financial resources per student” is purely a measure of spending per student. Endowment is not a factor in the US News ranking, except insofar as it allows some schools to spend more than others. Here’s the US News definition:

Financial resources are measured by the average spending per full-time-equivalent student on instruction, research, public service, academic support, student services and institutional support during the 2013 and 2014 fiscal years.
