In November, the OP wrote this:
Surely sometime between November and now, these schools shared their policies on awarding need based aid to international students.
Maybe I’m misreading the following information from these two school websites. But if I’m reading correctly…she should not be expecting need based aid from either as an international student.
This student is an international student. She wouldn’t be completing the FAFSA for UNC.

Paying for Carolina
International students are not eligible to receive need-based financial aid and should be prepared to pay the full cost of attendance for non-resident students. If you are admitted, we’ll ask you to provide documentation that you have sufficient funds to cover the total cost of attendance for one academic year. For 2017-2018, the cost is $53,100. At UNC, we’re committed to affordability, and you’ll find that our tuition and fees are among the lowest in the U.S.
Doesn’t look like UNC-CH gives need based aid to international students. Am I reading this incorrectly?

Does not look likely for Washington either.
International students
An international student is a non-resident alien on a non-immigrant visa which permits full time study in the United States. A student must be a U.S. citizen or an eligible non-citizen (permanent resident) to receive federal financial aid.
Federal regulations and University of Washington policy severely limit the types of financial assistance available to international students. University admissions policies require that students with F-1, F-2, J-1, J-2, and G-series visas have enough resources to meet their expenses throughout their stay at the UW; students with these visas are not eligible for federal student aid.
Students should search their own country’s banks, embassy and/or ministry of education as they may offer additional information about other financial aid opportunities and loan programs. The UW International Student Services office provides further resources for financial assistance.
