You might consider going the “Citizen Leader Track” instead of ROTC. You would still be in the Corps of Cadets and wear the uniforms, etc… That way you should be able to get the Emerging Leader Scholarship for all 4 years (at least, I think you can, but double check with VT). Not only does this not incur a military obligation, this also frees up some of your time, because you would not need to attend ROTC classes, just the Corps drill periods.
