I am trying to guide my very young son through the labyrinth of UCB requirements and overcrowded classes. Yes, the classes are overfull, but all of that can be managed though proper planning, by each individual student. If the person in question (the guy from the Facebook, offering money) wants to get into upper level course to fulfill a breadth requirement - all that means that he is not desperate. As a rule, there are plenty of lower division classes with easier, non restricted enrollment. In general, trying to get a breadth requirement met using a class reserved for majors other than your own major - is definitely asking for trouble. I mean, he can enroll into something else that fulfills the requirement and sit on the wait-list for his favorite restricted upper division class, attend both classes and be at least safe in the knowledge that he will get something. Look, all historical enrollments are available in BerkeleyTime, one can project what class will be offered when and how many kids will be in each one, at every point in the enrollment process! Everybody should plan. Surely it would have been better if there were more capacity in the buildings, more professors, more GSIs, and more knowledgeable advisers, etc. But even in the current situation, it is DEFINITELY possible to plan your whole stay at UCB better, to plan what semester you are taking what course, register the SECOND your appointment opens up, be smart about fulfilling all breadths (for example, have several alternative ready and in your shopping cart when you are registering, in each Phase of registration), etc.
