Applicants with 4.0 UC-weighted-capped HS GPA had a 12% admission rate to UCB in 2015. However, if you apply for EECS (versus L&S), admission will be more difficult than for the campus overall. Although UCs do not emphasize SAT scores as much as many other colleges, lower than typical SAT scores certainly do not help.
Consider UCB a high reach, even higher reach for EECS.
