I have been a proponent of prioritizing fit over prestige on a few other threads, and I still believe fit is important. That said, it is possible to have both, and the OP’s daughter has made the effort to consider schools with a higher likelihood of admission. So here is where we say, why not take your shot? Don’t be shy, see what recognition your accomplishments can receive.
