Are you talking about community college (going from one to another) or are you talking about going from one university to another?
First and foremost, don’t lie. You can’t get away from your academic past. However, there are ways to improve the situation depending on the specifics.
With that said, you should be able to start school at another community college while on academic probation, but you’d still need to resolve the issues at your original school. Without them being cleared up, they won’t release your transcripts and you can’t transfer to a UC.
It might make sense to just stay where you’re at. Look into retaking the failed classes and/or using academic renewal. It’s not too late to turn your situation around. Talk with an academic advisor and see what your best options are for getting off of academic probation and then cleaning up your transcript.
