Always, raining or not raining, both when I lived there and now when passing through even though Jersey gas isn’t as cheap as it once was.
Interesting. I have never been to a gas station where you don’t pump your own gas. Whenever I have offered a tip at a service station it has been politely declined. For example when I get my emissions or safety inspection done
I do tip the AAA service person who comes for example when my battery died or for some reason the car needs a tow.
Having gone to this place previously when a tip was previously declined I didn’t think to offer one.
NJ is full service by law. They always seem very appreciative when we tip (a dollar or two) which makes me think many don’t. But, heck, they clean your windshield as well. 
In OR, they ways pump your gas, also by law we were told.
I’m pretty sure OR changed that law.
^ There’s no way I’m even offering a tip for emissions testing. That’s something that the government makes me do. Let them pay the “tip”.
I’m not arguing that it shouldn’t be done. I want clean air too. But I am not personally initiating the request for service here, I am complying with the law is all.

I would’ve called the manager of that particular store first. Weird situation. Wrong of the guy to be so intimidating/threatening. Makes me wonder if he was on something–because who treats customers like that?
(Once my 20something D was intimidated by another customer at a gas station–he begged D to pay for his gas with some sad story and was a very large, threatening guy who wouldn’t take no for an answer. She was scared and her 4 younger sibs were in the car waiting for her. So she used her credit card to pay for his gas. It was in a bad neighborhood where she shouldn’t have stopped, but she was not familiar with that city. She didn’t call police. Basically, I thought of it as a charitable donation. Like the OP, she paid “voluntarily,” but only because she felt threatened.)

I followed my intuition and it told me that he was not behaving properly. Had I gone through it again I wouldn’t have paid him anything with his horrible attitude and would have asked for the manager. Once the manager came I would have handled it from there. I’m not being cheap. I really felt instead of a tip he deserved some corrective action. I think anyone in my position would have felt the same way too.
I don’t think gas station attendant should be turned into a high paid job with $5 or $10 every time to do what he’s already paid to do. Where does it stop? Supermarket checkout? Your kid’s teacher?
@sorghum LOL. In the town we used to live in each parent was “asked” to contribute $30 per kid and that was collected by the homeroom parent. Some homeroom parents would send out notes about who had/hadn’t paid. It was a public school! I thought it was very distasteful but I did pay. As my kids got older I told these folks that we were going to do our own thing and we did often with a nice note and a Starbucks card rather than a large donation where some people paid and some didn’t.
And barista’s often have a jar. The tip thing has definitely gone too far.
I don’t think a gas station attendant could ever be high paying as they might make a total of $20 with tips ( tops).
Just pumped my own gas in Oregon in a small town this week. Thankfully. The last 2 times they almost put gas in my jeep GC diesel even after I told them! No Tips and never did my windshield.
I would have demanded he change the tip to $5 instead of $10 if possible. Other than that I think I would have counted it a loss.
I would not ordinarily tip a gas station attendant for filling my gas tank. The reason I tipped the attendant in my vignette I shared in post #22, is because I asked him if he was willing to fill my tires with air at the air pump that is meant to be self serve (you pay for the air), and it was not part of his job to do this for me. It was a favor and he was willing to do it for nothing. For that, I tipped him.
What OP describes seems similar to a mugging. I don’t know how else to refer to the use of intimidation to get money from someone.
It takes me over 40 minutes to earn ten dollars. I’m not going to hand it over to someone for doing 5 minutes worth of work just because they demand it.
I’m old enough to remember attendants who pumped gas, cleaned the windshield, and checked the fluids. They wouldn’t (maybe couldn’t?) accept a tip. Perhaps that’s changed. I pump my own gas, fill my tires, and clean my own windows, so I don’t run into this at gas stations.
I do tip 20% at restaurants/the hair salon, etc., and I leave $5/day at hotels. If I’m at a diner or cafe and get coffee I always leave a couple dollars even if the coffee doesn’t cost much. And I try not to occupy their table for very long. But I don’t care for tip jars at places where I order at the counter, pay, and carry my purchase away. That seems excessive.
I called my credit card company and explained the situation. They will dispute the charge. The agent explained to me that this is theft since I didn’t authorize the person at the gas station to charge my card $10. She also said tip is voluntary and customer is the only one with authority to determine that amount. I explained that the receipt says misc labor. She said that is fraud because he told you that there is no charge for the service.
Plan and clear fraud. The owner should know also. But will soon I guess. Lots of things can go on behind the owners back that they are not aware of.
