Which Community College should I attend for transferring to UC Davis?

^^^Absolutely incorrect @MIN16QAKJ. This students high school transcript will show that he’s from Virginia. If his parents have not moved to California from Virginia he will never be considered for in-state tuition.

If the student moves and attends the California community college, he will pay full fees at the California community college; once he transfers, he will pay full fees at UC Davis. simple.

There’s something called the residency determination date. Non-resident students have to live, work and pay taxes in California for two years, prior to attending any Public school. He or she must be self-supporting, cannot accept help nor reduced rent from anyone. The student has to provide W2s, California 540 tax records, and budget forms, with expense account proof submitted to the schools he intends to matriculate to. Rules are posted under the UC‘s residency requirements.
The residency officers know the tricks; you come to California, you pay California out of state fees simple.
