Switching majors really depends upon each schools policy and the competitiveness of the majors involved.
Some UC’s admit by major and if not admitted as a Freshman, it could be difficult to switch later. Impacted/Capped majors usually require a student meets course and GPA requirements prior to changing majors while for many majors it is a simple process of departmental approval and some paperwork completion. My advice is to apply to the major you would prefer to study the next 4 years.
