SAT subject tests have been discontinued. A 36 ACT is as high as you can get, so yes it’s enough.
The problem for you is that there are just too many students from your part of the world all trying to get in the same slots. You are very qualified. So are many others. All you can do is apply and see what happens. But make sure you have a backup plan in your own country in case this doesn’t work out.
