Since your son has so much background in architecture and is also interested in engineering I’ve looked for schools that are both NAAB-accredited for architecture and ABET-accredited for civil engineering.
One possibility is Syracuse (NY), which has about 16k undergrads. It’s got the sports that your son is interested in, but it’s very well-reputed for architecture and is ABET-accredited in multiple engineering disciplines as well. There are possibilities to get full tuition scholarships here (sources 1 & 2), and they will stack merit scholarships, up to full tuition.
Another option would be Howard (D.C.), an HBCU of about 10k undergrads. Sports may not be in the way your son was originally thinking, but there’s lots of school spirit here. Additionally, they have the Karsh STEM Scholars program which is a full ride with lots of opportunities. If you’re interested, @ChangeTheGame has two kids who have done the program.
University of Miami (FL) would be another school to consider. It has about 13k undergrads and lots of school spirit, especially around football. It does have the STAMPS full ride scholarships, but it also has a number of full tuition scholarships (source).
One other possibility is Florida A&M. FAMU has about 7800 undergrads and again, lots of school spirit. If I’m reading the scholarship chart correctly, your son would receive $10k/year from the George W. Gore scholarship plus an additional $10k/year as an out-of-state student, bringing the costs to about $10k/year. FAMU and Florida State share their engineering facilities.
