<p>Penn State flatly says on its Web site that it doesn’t discriminate against out-of-staters in the admissions process. The University of Delaware only discriminates very slightly (and has more out-of-staters than in-staters). Neither is at quite the top of the state school list, but both have nice honors programs that could elevate their academic quality.</p>

Sorry for the confusion. I thought your friend was a freshman or sophmore at Michigan. I was referring to his GPA in college. Apparently your friend was admitted to Michigan (pre-business) but not yet into Ross.</p>

<p>Marshall is indeed very particular about the courses you take before you transfer. You have to complete all the pre-requisite courses before they will consider your transfer application (i.e., they will have to see your grades on the pre-requisite courses before they will make a decision). Watch out for the English Writing requirement.</p>

<p>USC has 6 general education or breadth requirements (2 of which must be taken in residence) and a multicultural studies course. Your friend might want to fulfill as many of these as he can at UCSC as he will have to make up for some business courses if he transfers to Marshall after two years. Also, none of the upper level business courses will transfer as all upper level courses in your major must be taken in residence.</p>
