Would your daughter consider applying to one of the other UI campuses?
UIChicago has lower minimum GPA for transfer students (2.5), although students applying for biology majors will probably need to have a higher GPA since biology is “hot” major with lots of applicants. Your daughter would also need to submit her HS transcript if she has fewer than 24 credits
Applicants need to have completed 2 semesters of writing skills, 1 math class, and 1 natural science (biology, anthropology, chemistry, ecology/environmental science, philosophy or physics) to be considered for a biology major transfer.
Univ of Illinois medical school is in Chicago. (Carle in Urbana is a public-private hybrid school that has a small class size–just 50 students-- and is focused on recruiting students with degrees in engineering, computer science, physics and other technology focused majors. Because of its affiliation with the medical school, the Carle healthcare system in Champaign-Urbana no longer allows undergrads to shadow and volunteer in their facilities. There are other hospitals in CU, but Carle is the biggest.)
The UIC medical campus is 1.7 miles west of UIC and on a direct campus-to-campus bus route that takes 15 minutes.

Wisconsin does not offer a health committee letter. But also be aware that Wisconsin offers a biology major in 2 different colleges - -Agriculture and Life Science (CALS) and Letters and Science. (L&S)
The pre- professional program for [human] healthcare professions is through L&S.
US Citizen, she applied to Neural Engineering and MCB Molecular Cell Biology we understand both are compititive. She is applealing for undeclared major

Seconding UIC (especially if she can be in the Honors college since she’ll have housing+ will be with the BSMD students).
Throw in an app to one or two from Marquette, Gustavus, Knox, Bradley.
At this point, I think you need to just wait and see.
You mentioned there are not financial constraints. Does this mean your daughter can be a full pay student at all of these schools…and the possibly medical school to follow…with no parent loans or student cosigned loans? Medical school very well could cost over $100,000 a year if your daughter actually goes. Medical schools have precious little funding and are funded by loans, loans and more loans and the bank of mom and dad.
Her competitive major choice could be part of the reason for the rejection…but if all they wanted was to see second semester grades, seems like they would have deferred her. But that’s my opinion. Undeclared is a better choice as long as she understands that some majors might not be available to her as a matriculated student.
