Why do Ivys reject perfect candidates?

The weird part is two neighborning school districts got multiple unhooked HYP two years in a row. The people that got in were not exceptional in any way (although they were top 5 in their large class) beyond having good stats.

How do you know they weren’t exceptional? Did you read their apps?
