Why is it impossible to admit STEM majors purely by merits? [implied: elite or highly selective / rejective]

The engineers I worked with half of them aren’t educated here. I can’t understand why.

Because American students who can get into elite colleges or programs are drawn to where the money is (Wall Street and management consulting).
