You might be able to demonstrate that TT is a better fit for your student, but extremely hard as far as academics. Most students who qualify for an automatic admission at any Texas school end up picking Austin (or TAMU) unless they have ties to Lubbock. The process is somewhat reversed when it comes to students who did not qualify.

Unless the student is admitted to one of the sought-after direct medical school programs, the chances to make a solid argument is quite low. But again, there might be ways to show that the school offers a better fit in terms of climate (hard with Lubbock) or school atmosphere, including acceptance by other students.

In the end, what is better rests in the eyes of the beholder.
