There are fairly inexpensive pleated shades that can operate both as top-down or bottom-up. If you left the bottom bit open, would she be happy with the full width of the window to look out? Alternatively you could leave the bottom part covered but let people see out.

Roller shades are my choice. It blocks everything when you want it to, or you can have it completely open.

Home Depot and Lowes have some window films but thought the Home Depot had a greater selection and larger sizes. Checked on Amazon and thought the pricing was very good. Good reviews as well. Here are a couple.
