If the IRS has limited resources for enforcement, should it use them on cases where the maximum recovery from correction is $6,431, or on cases where the potential recovery from correction may be orders of magnitude greater?

I’m ok if they use their resources shutting down operations that submit hundreds of fraudulent tax returns all claiming EITC. Which is the kind of thing that has been happening for years. I’m delighted those crooks are getting prosecuted.
