You can’t transfer until after one year as far as I know.

Here are the gen eds for Pitt:
[General Education Requirements](http://www.asundergrad.pitt.edu/requirements/gened.html)

You also have to take quite a bit of chemistry (as well as biology and physics) as part of the major. See corequisite courses in this link:
[Degree Requirements | Department of Neuroscience | University of Pittsburgh](http://www.neuroscience.pitt.edu/programs/undergraduate/degree-requirements.php)

As you can see, there are plenty of courses to keep you busy in the first year (generally you take around 15-18 credits per semester). If you do decide to go to a branch campus, an advisor will help you get things straight. You do not have to declare a major in the first year. If you can transfer after one year (do well) and plan your freshman courses well, you should not lose any time and can major in neuroscience.
Not sure what you mean by pre-health advising.
I suggest you explore the campus websites. I have no expertise - I found the answers to your questions on the Pitt website.
