<p>sometimes, they’re exactly what the adcoms need to tip the scale in favor of a certain applicant whom they couldn’t decide on. </p>

<p>besides, they always release those statistics (MIT keeps springing to my mind) about how at MIT only I think 6% of people who refused an interview were accepted but like 13% of those who had an interview (or who had theirs waived) were accepted. Those numbers aren’t exact, but they’re in the right ballpark.</p>
