In that case, I don’t think the chance at Berkeley or UCLA would be any lower than UMich or UIUC. For the latter 2 as oos applicant, the chance for Engineering school is a bit low with ACT at 31 which is the bottom of mid 50 (including both in state and oos). For UMich, there are around 40% oos students while for UIUC around 24%. The chance to get into these 2 engineering schools from oos is not better than getting into UCLA/UCB in state. Also, they do not meet need for oos students. Nevertheless, you can major in CS at UMich LSA which is a bit easier to get into with mid 50 ACT 30-33 this year.
UW-Madison should be a match while Northwestern is a reach.
