UC Davis Chancellor Katehi had previously said that she did not consent to police using the chemical spray in the manner depicted in the video. Calling it a "horrific incident,” Katehi said she takes full responsibility but will not step down from her position in UC Davis in the wake of the incident.
“They were not supposed to use force; it was never called for,” she said. “They were not supposed to limit the students from having the rally, from congregating to express their anger and frustration.”
