I am an out-of-state student from Maryland. Is it mandatory for out-of-state students to live on campus?

    No, it's not mandatory for OOS to live on campus at Temple. What are your plans for housing?

    No, it is not mandatory. But the surrounding area is crime-ridden and you're better of opting for on-campus housing for safety reasons.

    Housing is not only not mandatory for freshman, it's not even guaranteed.

    There is quite a bit of off-campus housing / apartments just off campus, but still within the coverage zone of Temple's campus security. The blocks closest to the school have a high concentration of students. The neighborhood around campus has many of the same issues as many city neighborhoods. Just like any city/urban campus, you have to make good choices.

    You want to either live on campus OR live within the campus security watch zone. If you're a freshman, though, you really should start by living in a dorm, then move off campus with friends for sophomore year. Indeed, it really helps you make friends and adjust to college.
    Are you asking because you didn't get a place in the dorms? Or any other reason?
