Is it possible for me to have failed a class and not have to retake it because I don't want that class to transfer?

No. If you take a class for credit, you must transfer it. Otherwise, you might be at risk of losing your degree if they find out.

This is the kind of odd question that you would need to ask the schools themselves. Anytime you get an F it will definitely hurt your chances of getting admitted, and I would assume not making the class up would look ever worse - but I'm not sure. If it's a class that is irrelevant, it might not matter whether or not you make it up.
