The 2018 report has been released and shows an overall nationwide decline. One thing that is interesting looking at the average composite score by state, it does not track NMSF cutoff numbers. For example, NY has a higher average composite score (24.5) than both California (22.7) and NJ (23.7) even though the NMSF cut off for CA and NJ is two points higher than NY.
