Ive been trying to find out what a 28 on the ACT equates to on the SAT but a lot of the concordance charts really vary. Some say 1880-1910. So do colleges look at a 28 on the ACT and look at the higher bound number or the lower bound?

Eh it doesn’t really matter honestly. They won’t accept you just because you had a 1910 rather than an 1880 per say. But if it satisfies you, just take the middle, which would 1895 lol
Concordance tables are technically incorrect. Getting a perfect score on the ACT does not mean a perfect score on the SAT, and vice versa. Just see what a good score is on the SAT and aim for that.
