3-2 engineering program cost of tuition

If you are going to an LAC and want to be a biomedical engineer, and move to a different engineering college after 3 years, how do you know how much college will cost in year 4 and 5? The Lac ADMISSIONS office said I needed to call each of the partner schools. They told me it would be almost impossible for the 4 partner schools to tell me today, what kind of financial aid I would expect in 4 years if I transfered.
Does anyone have any first hand knowledge of how this works? Has anyone successfully done this? My LAC choices have a partnership with RPI, Columbia, Wash U, U of Minn, and USC.

Thanks

If money is a big concern, do the first 2-3 years at a community college and then transfer. Or enroll as a freshman at a school with your desired major and does not cost too much after non-loan financial aid.
