None of the 3-2 programs I am aware of guarantee to meet the full financial need of international students after the transfer, and the majority don’t offer any aid to international students at all.

All students who enter the Engineering Dual Degree Undergraduate & Graduate Degrees (Graduate 3-year Option) are awarded the Graduate Affiliation Scholarship which guarantees a 50 percent tuition discount for the first year, a 55 percent discount the second year and a 60 percent discount the third year. International and domestic students are eligible.
Domestic students who enter the Engineering Dual Degree Undergraduate Degree (Undergraduate 2-year Option) may also be eligible for federal grants, student loans and part-time employment.

No financial aid is available from Dartmouth during the first year of the program. Need-based financial aid is available from Thayer School for the second year, up to a maximum of full tuition. No aid is available for room and board, books, etc, in the second year.
Georgia Tech points 3-2 applicants to the general financial aid policy for transfer students. There’s no financial aid available to any international undergraduate, whether freshman or transfer student:

Non-U.S. citizens or Permanent Residents are not able to receive federal or state sponsored financial aid. Likewise, Georgia Tech typically does not have scholarships or financial aid available for international students. International students are typically able to participate in paid internships, co-ops, and research as well as on campus jobs. These opportunities can help to supplement the cost of a Georgia Tech education, but are not guaranteed and will not cover the full cost of attendance.
