The instate universities are usually the first go-to universities. If these weren’t financially viable then he is going to have a very tough time anywhere else because:
- transfers get very limited aid
- OOS public universities fund their own instate students and often do not fund non-residents.
He can try to find universities in those states who need students like him; these are generally schools in the South and Midwest. Those costs should be somewhat cheaper.
Also, he should target a number of private universities that may have funding.

Thanks for these suggestions. As far as private universities go, would, say USC (Southern California) be a competitive tier to apply in with a 3.5 GPA? Unsure to check if they have funding for transfers but it seems to be one of the busier transfer threads on here.
Does anyone have a a source to search through private universities that meet need? Is the only way to find this out by checking each website or asking each financial aid office individually?
Did you look into U of Alabama?
Apply to USC; they do have a huge endowment.
What is the intended major? If it is STEM then some of the AITU schools (all private) might offer reasonable transfer financial aid.
