70% GPA but with strong recommendations and curricular

<p>guys, for graduate studies at u of c (Law / Economics) but here’s what my friend has
3 strong recommendations from professors,
strong resume,
IELTS 7.5
and good personal statements (checked by the professors), will it help admission if he only has CGPA of 3.38?</p>

<p>I only have one data point on this. My niece was admitted to UChicago on the basis of her personal statement. I have no idea what her GPA was … but she flunked out of college once before getting her act together - excellent grades for her last couple of years. </p>

<p>How are you translating a 70% GPA into CGPA of 3.38?</p>
