I think it’s a good strategy. For students who aren’t competitive for UMass Amherst (and even for some of them who don’t want a large state school and aren’t aiming for the fields UMass is well-known for or aren’t competitive for these exact fields despite general admission…), the price is competitive. It’s only slightly above what it’d cost to send a student to a state university while they can offer smaller classes, more personal attention, etc.
