A couple of questions about testing

I’m a junior.

I currently live in Texas, but my dad’s job is uncertain and we might have to move to California. I know California usually has a higher score National Merit cutoff than Texas. I’ll get judged against other Texas students even if I move really soon, right? Will I need to contact the National Merit Corporation? I can envision being above the cutoff of Texas but below the California cutoff and not getting SF…

I have been studying a lot for the PSAT/SAT, but just realized that I literally know nothing about the ACT. If I end up with a 2300+ SAT would it even be worth me studying for and taking the ACT? I don’t really plan to apply for any Midwest colleges (unless Oklahoma counts…), but would any college care at all if I took and did well in both?

Frankly, I don’t even know if I’m going to bother with trying to get into a “good school” for undergrad… If I get National Merit Scholar or some kind of other scholarship and can get into Oklahoma or another state school for free with added perks, I will be extremely happy.
