A lot of questions: Retake? Worse Second Time? Sending Scores?

Hello CC,
I just got back my june act/sat scores:

SAT: 2050 (660,650,740) –> 2240 (710, 800, 730) [i change my essay writing style and got an 8 on this essay, last time i got a 10]

ACT: 33 (32,36,33,29) —> 30 (31,30, 27,30)

For a specific program, I needed a 34, or a 2250, so I just barely missed the score.

Also, I did a lot worse on my second act, because I was just having a terrible day, was sick, and there was a car accident outside, so there were sirens the whole time. Will this hurt my application? I was extremely worried by the 27. I know that I can get raise my overall score, but does it look bad to take it a third time.

Also, in the case that i am unable to get a better score/ chose not to retake it, is the 2240 any better than the 33?

You should report it to ACT if there were sirens outside while you were taking the ACT. Then, you can retake it. Call them and file a complaint.
