<p>They consider your friend within the rest of the app pool and compared with the rest of the applicants (which means that the SCEA deferred title may be taken into account for a little, but not strongly)</p>
<p>Of course. The rep responsible for your friend’s region during EA remains responsible for your friend’s region during RD. The Men In Black don’t show up and erase memories.</p>
