I am in college and I was reported for a minor case of academic dishonesty because I used a solution’s manual to help me with my homework (i didn’t copy, but using it was enough) and I will be punished by my grade being reduced a certain percentage. The grade isn’t my biggest issue, but I am told that I will need to say yes if I am asked about academic integrity issues, Is it common for engineering jobs to ask this and will I get a chance to explain myself since this was such a minor infraction?

It depends on the job.
If you work for a company that has US government contracts, and most do, then yes it matters.
Most of those jobs require clearances. When they evaluate you for a clearance, there can be no surprises. You need to fess up and explain all of that in an application BEFORE they conduct their investigations. If they find out that you weren’t honest, it will be worse after the fact.
