I’m coming from a CC in California, but I have residency in NJ. I repeated two courses where I received an F. I received an A in the repeat. My college does academic renewal where the new credits are not counted in the GPA, this way I have 4.0 with 60 credits.

Does Rutger honor previous institutions academic renewal?

GPA starts over and counts classes taken at Rutgers only.

That is like saying all 40 of his credits are for nothing and he would be counted as a freshman.

When you transfer your GPA does start over-- the credits you’ve taken before COUNT for getting into the school and determine what year you are, but don’t factor into your Rutgers GPA.
