If 3,000 are accpted and 1,000 enroll, then what happened to the other 2,000 students? DId they choose a differennt school? How are the final students chosen once accepted.

They chose a different school (or any other factor that led to choosing to not go to that school). All accepted students, by definition, are given the option to enroll; obviously, not all accepted students do, and colleges expect that.

Oh, so there is not a defined number of available spots.

Technically, there is. Schools will generally fill their available class size, but they do this generally by accepting more students than they can support under the pretense that not everyone will matriculate. They also set up a waitlist, and in doing so they can fill any unclaimed spots after enrollment deposits are due so they know how many more students they can take.
