Accepted then denied?

<p>I was down to two top-25 colleges (Let’s call them Chocolate and Vanilla) last year.</p>

<p>I decided to attend Vanilla and not take Chocolate’s offer.</p>

<p>I now want to attend Chocolate (although the Spring Transfer acceptance rate is roughly 10-15%). Will the admissions council know that I previously got in? Is is rare to get accepted and then rejected?</p>
