I don’t think that’s completely fair. Especially since they don’t plan on reporting this to students. Not only that, but if college admissions already do stuff like this as the article said, then what’s the point. To get a leg up from SAT? Additionally, the article had another good argument. The ACT should just focus on creating the exam. That’s what the ACT is, sure it helps you get into college, but that doesn’t mean they have to insert themselves into it.
