I took the ACT September 12, 2020 at Community School of Naples in Naples Florida. The ACT website state results from the Sept. 12, 2020 can take as long as Nov.6 to be provided, but I still do not have my score. Is anyone else having this issue? What recourse can I take? I have already called and emailed numerous times.

The ACT corporation has been a total nightmare to deal with, a 100% dishonest operator. That being said, I suggest that you directly email the CEO. Janet.godwin@act.org.
But you should probably make plans to apply without that score. They have surely lost your test, but they won’t tell you that.
They just keep telling me to be patient or they are delayed because of Corvid-19. One employee told me to wait another 8 weeks. The status is “processing” , it’s been processing for weeks now. Yes they are a nightmare and dishonest. Yes I emailed the CEO, but she has yet to respond.
