The Procter gave us 10 minutes less for math and English what should I do
There is an appeals process online. Here’s the link.

I understand your frustration personally. When I was taking the ACT in HS (1980-something) I was shorted 5 minutes in math and left 10 answers completely blank. Thankfully my other scores covered my tushie on that one.
Thanks
What will the appeal do?
Next time you test, right before you begin a section, ask the proctor politely, but loud and clear: “Proctor, what time is it right now?” Then repeat out loud what he says.
That way, everyone in the room is clear, including the proctor, what time you started.
Do the same when the section ends.
Therefore, you’ll have the entire room on your side in case the proctor shorts you time next time.
@rush517 Essentially nothing. If a proctor makes an error in students’ favor, then there is the possibility that scores will be canceled. If a proctor make an error depriving students of time, nothing much can be done. You can look into canceling or deleting your scores if you feel that the situation was so bad that you do not want the score on your record. If you have any score reports lined up to go out, you should cancel them by noon on Thursday. You can then look into deleting your score after you receive it. http://www.act.org/content/act/en/products-and-services/the-act/help.html#scores
I would only advise these steps if you strongly believe that you need to. You will also be deleting sections where you had sufficient time, and these will no longer be available for superscoring. Filing the feedback form will let ACT know about the problem – you can encourage others to do the same – and possibly improve testing on future dates at the site.
