If I have 2 very strong additional recommenders, should I ask the other one to send his rec. as well? (even though the university does not allow for it)
You answered your own question. If they allow it, and it says something different that the required recs, fine to send. If they don’t allow it, why have the AO wonder what makes you so special as to not follow the instructions.
