In an unprecedented move, the head of the Naval Academy last night traveled the half-mile separating the elite service academy from a local African-American community to speak at a Black History Month celebration.</p>

<p>“Your current United States Navy enlisted force of sailors consists of 47 percent racial and ethnic minorities,” said Vice Adm. Jeffrey L. Fowler, the academy’s superintendent since June. “Your sailors are 21 percent African American, 14 percent Hispanic and 11 percent Asian.”…
