Admission to a PhD Program by showing improvement in an M.S. Program

If one has an average academic record (3.00 GPA with little to no research experience) and they show improvement in GPA in an M.S. Program at a Cal State School, will admission to a decent PhD program be probable? I know they will still look at your undergraduate record, but will they see the improvement as a positive or will the average academic record in undergraduate be a huge negative?

Thanks.

If you complete a masters, preferably with a thesis required so you have some thesis writing experience, and you get strong grades (basically all As) plus some research plus some conference presentations, plus strong LORs it will go a long way toward rehabilitating a 3.0 UG GPA

In my experience, once you have a masters degree your undergrad GPA is of little consequence.
