Admitted, question about scholarships

I’m a international student from Hong Kong, who’ve just received green card(so what do I need to do for being considered as a in-state resident?)

My family is so poor that I need the scholarships to reduce my parents’ load. I applied after the priority application date, from web site of Rutgers, I’m not considered for scholarships right?

My sat scores are poor , 430/410 on critical reading and writing respectively, and 720 on math. For high school ranking, I ranked 1 out of 2xx students, and also ranked 1 in physics, biology and chemistry.

So is there any scholarships that I can apply for , being a late applicant?

And also from the website of Rutgers, I can see only information about freshmen scholarships, do Rutgers give out scholarship to those who were not considered for scholarships right in the admission process?

Thank you for your attention!
