adverb

if the proposals (approved by) the city council (at its) most recent meeting (come to fruition), several derelict buildings will see new life after years of (neglect). why its not neglectance?

According to my old OED, “neglect” has been used as a noun since at least 1588, so there are no worries here. If that were not the case you might see “neglectance” in print more often, but it is exceedingly rare, and not generally used by respected authors.

Perhaps you are thinking of “negligence”? That has different connotations.

neglect just didnt feel right i dont know why… but thank you for your help
